Gentleman, After attending the monthly meeting for the Spirit Lake East Homeowners
Association. Several things have come to my attention. This meeting was on the evening of1/3/7 .
I had received a notice from the Spirit Lake East Water Co. Stating that they turned off
the generator due to the fact that the power outage was going to be more that than the
allotted time for the reservoir reserves allowed. This makes me wonder why as stated by
the Spirit Lake Water Co that their was only six feet of water in the tank at this time.
Several discrepancies were reveled last night that were shocking to me. The P. U. C. and
Q. were told that repeated power failures due to trees falling draining the batteries
and caused the generator not to start. Mr. Gray contacted the Kootenai power co. to find
the answers to this statement. Kootenai power emphasized that this could not happen
because the electrical recloser would only try three times in a very small amount of time
(milliseconds) and then would have to be reset. It is also shocking that backup batteries
were also inoperable. This is supposed to be an emergency system and the track record is
not very good. In my estimation the generator has failed 85% of the time. We feel that the
cost of the generator and the instillation should be disallowed and a generator of the
appropriate size should be installed to protect the users of this system from
contamination from the gross leakage that is present in this system.
At this time I request a hearing of this case located in northern Idaho so all the users
of the Spri t Lake East Water System may be present. We are an interested group as shown by
the turnout in your workshop.
