In regards to the reasons for a rate increase, I believe it should be denied for the
following reasons: The Spirit Lake East Water system was constructed sub-standard from the
beginning, the reservoir wall was cracked early on, there is no way knowing how much
leakage there is in the system, the reservoir roof has leaked for a long time, the system
has never been flushed to my knowledge, the physical location of piping is not known.
There was a major expense in 2005 after an earlier water outage caused the Idaho
Department of Environmental Quality got into the picture after several residentscomplained to the DEQ. Even with the DEQ involved the repairs took over a year to
complete and in my opinion are band-aid repairs. I believe the SLE Water infrastructure
was flawed from the beginning and now we as the customers are going to pay for the short
comings accepted by SLE Water which is Hanson Industries (the original developers ofSpiri t Lake East).
If SLE Water wants to increase rates they need to design a plan to upgrade the system
which should include water pressure issues throughout the systems, water supply for fire
protection, upgrading of 4 inch trunk lines to at least 6 inch lines, monitoring of waterflow (compare amount of water pumped to amount used) and the establishment of a preventive
maintenance program. An investigation of why the water in SLE needs to be chlorinated
should be conducted.
The rate increase appears to be a way SLE (Hanson Industries) is going to get even with
the residents of SLE for complaining to the OEQ.
Obtaining accurate information about SLE Water is poor at best.
Request a meeting with the PUC commissioners be held in this area.
SLE Water dose not deserve the right to increase rates at this time, the past has proven
SLE Water can not manage the system properly.
