Please describe your question or comment briefly: John Balbi 31772 N. Kelso Dr. Spirit Lake 10. 83869 11/16/2006 LP. Dear Sirs, I was at the Spirit Lake East workshop on 11.06 and was asked to put my viewsbrought up in written form. This is the reason I am commenting First I would like to request a hearing in a North Idaho location for the reasonsfollowing. The Spirit Lake East Water Co. was mandated to install and keep well pumping records bythe I.Q. . This was for determining water leakage in the system. I understand thatmore than a 10% discrepancy would require action take by the company. Never the less ifthe water co. wishes to let the system leak. I do not wish to pay for their power, chemicals, equipment break downs and extra labor due to wasted water exceeding guidelines. At this time I am not aware of any pipe inspections or planed replacements in this system. At this time I would like a copy of these records if the I. P. U. C. has access to them andwill pay any nominal coping and mailing charges. The usage reports were published at theworkshop and confirmed by Mr. Jim Krugger as billed water and not pumped water. Second I would like to address the low water issues this system has at peak times. Ourwater pressure may not be as low as 20 PSI but it is low as such as I can only get a small amount to take a shower. It was explained that a pressure regulating valve was needed at the Treeport entrance to reduce their high pressure and in consequence Spirit Lake East was limited to 45 PSI. I believe that in fact that there is excessive leaking inSpiri t Lake East that this low pressure problem would be less noticeable.
