WIFE AND I LIVE IN SPIRIT LAKE EAST AND HAVE SEEN A SUBSTANTIAL DIFFERENCE IN INCREASED
WATER PRESSURE. WE CAN SEE HOW THEY WOULD DESERVE AN INCREASE; ESPECIALLY SINCE THEY ARE
SO MUCH LOWER THAN ANY OTHER WATER SYSTEM IN KOOTENAI COUNTY.

Comment descriptIon: Spirit Lake East Water Co. should not receive an increase for water
rates or connection fees without first updating the system to bring it up to current
standards. The pressure is inadequate in parts of the system while way over pressure inothers. Lines are too small for fire hydrants anywhere in the community. When the power
goes out or they have pump problems the water stops immediately causing neg. pressure in
the system and providing entrance opportunities for contaminants. We have constant
outages. Over the last few years we have notices in the mail to stop boiling water when
we had never received any notice to boil.
I believe a rate increse is warranted ONLY if the following conditions are first met.
1) A second well is drilled.
2) An automatic backup generator is kept on site.
3) Proper size water lines are installed.
4) At least some fire hydrants are installed.
5) Spirit Lake East Water Co. starts operating like a real utility.Sincerely,
