Comment description: I wish to comment on behalf of the currently disenfranchised future
customers of Spirit Lake East Water Company (SLEWC). The costs shown in SLEWC's filing
may well be the subcontract costs of the company s hookups, but these costs are not
justified by the actual effort involved. I am personally aware of the actual effort
involved in three of the cases cited: Lots 305, 290, and 107 , two of which are lots I own.
In the case of Lot 305 (which I own), the total effort was the installation of a water
meter in a previously installed hookup and meter box; I would guess the total effort might
have cost $50 for the I-inch meter and an hour s labor. In the case of Lots 107 (which I
own) and Lot 290 (across the street from Lot 305), I witnessed the total hookup effort
last spring; in both cases approximately 2 hours of backhoe effort and an additional hour
of plumbing labor for the installation of I-inch meters was involved. Both installations
were completed wi thin a single 6-hour day.
I request that the PUC carefully investigate and analyze the appropriate costs to be
allowed for future hookup efforts. It seems inappropriate for future customers of SLEWC
to be penali zed for the company s lack of fiscal responsibility in controlling itssubcontract costs.
