NOTICE OF APPLICATION
YOU ARE HEREBY NOTIFIED that on January 14, 2004, Spirit Lake East Water
Company filed an Application requesting that the Commission authorize it to increase the hook
up fee it charges new customers connecting to its water system from $650 to $2 500.
YOU ARE FURTHER NOTIFIED that the Company contends that this increase is
necessary because: 1) the Company has not increased its hook up fee since 1983; and 2) the
Company currently pays more than $650 to perform water system hook ups as shown by its
average costs for hook up fees for the last two years, 2002-2003 , which are $2 100 per hook up.
In addition, the Company has included a 20% contingency to its actual costs to provide security
against future unanticipated costs and increased costs to materials and services. The Company
alleges that its actual costs with the contingency equal approximately $2 500 per hook up.
NOTICE OF MODIFIED PROCEDURE
YOU ARE FURTHER NOTIFIED that the Commission has determined that the
public interest may not require a formal hearing in this matter and will proceed under Modified
Procedure pursuant to Rules 201 through 204 of the Idaho Public Utilities Commission s Rules
of Procedure, IDAPA 31.01.01.201 through .204.
YOU ARE FURTHER NOTIFIED that any person desiring to state a position on this
Application may file a written comment in support or opposition with the Commission on or
before April 30, 2004. The comment must contain a statement of reasons supporting the
comment. Persons desiring a hearing must specifically request a hearing in their written
comments. In addition, Spirit Lake may file reply comments with the Commission on or before

YOU ARE FURTHER NOTIFIED that all proceedings in this case will be held
pursuant to the Commission s jurisdiction under Title 61 of the Idaho Code and that the
Commission may enter any final Order consistent with its authority under Title 61.
YOU ARE FURTHER NOTIFIED that all proceedings in this matter will be
conducted pursuant to the Commission s Rules of Procedure, IDAP A 31.01.01.000 et seq.

IT IS HEREBY ORDERED that the Application of Spirit Lake East Water Company
shall be processed by Modified Procedure, IDAPA 31.01.01.201-204. Persons interested in
submitting written comments in this matter should do so on or before April 30, 2004.
IT IS FURTHER ORDERED that Spirit Lake East Water Company may file reply
comments on or before May 7 2004.
