SUPPLEMENTAL COMMENTS
OF THE COMMISSION STAFF
COMES NOW the Staff of the Idaho Public Utilities Commission, by and through its
Attorney of record, Neil Price, Deputy Attorney General, and in response to certain issues raised
in the Company's Reply Comments issued on September 4,2015, does hereby submit the
following Supplemental Comments.
RECOMMENDATIONS
Staff has reviewed the Company's Reply Comments and additional information has
caused Staff to revise recommendations on the Company's proposed non-recuffing charges
(Staff Recommendation Nos. 9 and l0). Specifically, Staff now agrees with the Company that
the following non-recurring charges are reasonable:
o Fire Hydrant Assessment Fee - Due to the benefit to customers outlined in the
Company's Reply Comments, Staff recommends approval of the Company's
proposed inspection fee of $500 per hydrant installation;

Hook-up Fee - In order to pay for infrastructure previously installed and necessary
for expanded water service capacity, Staff recommends approval of the
Company's proposed Hook-up fee of $6,950 for single family units and $3,475
for additional living areas; and
Water Tap Fee - In order to pay for service lines to 147 lots on main lines
installed prior to 1994, Staff recommends approval of the Company's proposed
Water Tap Fee of $2,000-$3,500 depending upon location.
Staff plans to conduct future audits to determine the amounts collected by the Company
through non-recurring charges.
Staff acknowledges the Company's Reply Comments with respect to other
recommendations made by the Staff, but does not propose modifications to any other Staff
recommendations at this time.
