The developer has shown a pattern of gouging Pepperwood residents. This issue is about the water but a look at what he has done with the sewer system in our subdivision shows his intent to profit any way he can. We currently pay $40 per month for sewer. Over 1/3 of that cost as stated by the developer is i capital recovery i from installing the system. The problem is that cost was paid back to the developer from the purchase of the lot as stated in the covenants. Along with the cost, the developer was paid $1,500 to connect water lines to the community water line. My understanding is that the cost was supposed to be $150 to connect. We held a community meeting with the developer at his office to discuss the sewer. Throughout the discussion he said the monthly water bill would be about $25 per month. Not long after that meeting, we received notice he was going to charge $42 per month. He has not attended any water meetings to defend what he is trying to do. I believe that in and of i tsel f speaks to his intentions to charge whatever with little regulation. Dozens of lots have been sold to Idaho i s SHOP. Those homes must be considered in the water rate. It is unfortunate that the developer because of his postion can do whatever he pleases.
