Box 83720 Boise, ID 83720-0074 Reference Case No. RES-W-04-1 Dear Commissioners We appreciated the presentation by your staff at the workshop regarding this case held February 8, 2005. Most of our questions were answered very well. One question that was raised regarded a figure that was stated on "Resort Water Company, Preliminary Numbers" report. This regarded whether the $128,609 figure for contributions to capital included hook up fees for the recently constructed White Pine Lodge. There was not a clear answer to this question. I feel this needs to be checked on by the staff. The other question that was not clearly answered was a figure of $509,331 shown on Water System Assets We are fairly familiar with the described system , and find it difficult to believe there is that much value in "hard assets . If this figure included engineering or other work, there was no clear answer what was included. I do not believe the present water users should be burdened with future planning or engineering costs. We use our unite on the weekends in the the winter months from Dec through March. The amount of water usage is minimal, showers some dishs andsometimes laundry. At $30. or so it seems to be a fair price considering the usage. To grant Harbor such a rate increase that they are proposing is out of line. For them to expect to turn the water system into a profit center is clever but morally not fair to the customers. When they bought the place they were speculating on developing the thousands of acres of ski in ski out property. For us to pay more now would be contributing to there developing cost.
