Comment description :~rotest the increase from 33.00 to 61.96 per month. I own a condo
at Schweitzer Mtn.. I believe they should get some type of increase but if they have been
spending since they purchased Resort Water they should have been applying for increases as
they improved the system. I believe you stated you are investigating to see if 500,000.
in improvements were made. In their filing they also stated they will need another
increase after the new water tank is completed. I understand they need the new tank for
further expansion to comply with fire regulations. They have also increased other cost for
services and I believe it is because of poor management decisions in the past and now they
are trying to correct those at our expense. If we (existing customers) are not paying our
fair share than I expect you to act accordingly but I do not want to pay for theirexpansion.

Comment description: This is in regard to the water utility rate of 88% that Resort Water
Co. of Schweitzer Mt. Resort is proposing. I made a rough calculation of water reserves
needed to meet just the firefighting capabilities of the Village structures (SelkirkLodge, Headquarters Lodge, The Oay Lodge, White Pines) and two condominium developments in
the Crystal Springs subdivision that do not meet existing coverage under the presentstorage capacity (Highlands, and Copper Ridge Condominiums). In order to comply withfire fighting capability the above structures would need about 470,000 gallons of water
storage added to what exists now. Actual water storage reserve figures can be obtained
from Schweitzer Mt. Fire Oistrict Officials, they declined to relay the data to me. This
is part of Resort Water Co s proposal, to add a 500,000 gallon storage facility. Current
residential water usage is being met with existing storage, it is service for firefighting
that needs to be brought into compliance. It appears that if Bonner County Planning and
Schwei t zer Mt Resort did not initially comply with fire ordinances for developments, why
should property owners be required to foot the bill? An increase of rates for residential
consumption in the 5 to 8% region is more in line. Subsidizing local government and
Schweitzer Resort over their lack of vision is not fair to property owners. An 88%
increase in water rates for infrastucture improvements that was viewed a unimportant
earlier by Bonner County Planning and Schweitzer Resort just to get developments on line,
should fall into bonding or federal grant programs. I urge you to take a close look at
the real need for such a high increase of rates, and not penalize property owners to
subsidize infrastructure oversights.
