Sandpoint, ill 83864 RE:Company Testimony in Case No. PTE-O3- Dear Mr. Cobott: On April 18, 2003, the Commission Staff received a copy of Ponderosa Terrace Estates Water System s response to the IPUC's Order to Show Cause. In PTE's response, you requested full disclosure of every bit of paper work that P.Ue. has on all the Public Utilities that are now under their control. I want the contact person s name and phone number. I also want a complete list of every public water utility in the state ofIdaho. The Commission Staff has interpreted this as a production request that seeks information and/or documents. Please find attached a list of every public water utility regulated by the Idaho Public Utilities Commission. What the Commission cannot provide is a "contact name and phone number" for each water utility. Idaho Code 9 9-348 prevents the Commission from disclosing the mailing addresses and telephone numbers. Other than providing the Commission s list of regulated water companies, I am unsure how to respond to your request for documentation on ALL Idaho regulated public utilities. As you may be aware, the Commission has been in existence since 1913 and currently regulates approximately 475 public utilities. If you could be more specific or narrow your request Commission Staff would send you the information you seek. If the documents you seek are too voluminous to be sent via U.S. Mail, you may review the Commission s official records during business hours at its office located at 472 W. Washington Street in Boise. Finally, let me respond to your question about the number of water utilities regulated by the Commission. As indicated in the attachment, the Commission regulates about 25 water utilities. There are about 2 600 systems that supply drinking water to Idahoans. Most of these systems are Contracts & Administrative Law Division, Idaho Public Utilities Commission O. Regulated companies comprise less than one percent of the total number of water systems in Idaho. Per Idaho Code 9 61-526, utility water corporations are required to obtain a Certificate of Public Convenience and Necessity from the Commission before providing service to the public.
