In Case No. IPC-03-13 the Company requested that 200 watt high pressure sodium service be replaced with 250 watt service. The Company s request was approved by the Commission. Rates were approved for both lamps but the 200 watt lamp was designated "No New Service Since that time some customers requesting new service have continued to favor the 200 watt lamps. For that reason and to encourage conservation, the Company is requesting that 200 watt high pressure sodium lighting be reinstated as a new service lighting option under Schedule 41. The established rates would remain unchanged. STAFF RECOMMENDATION Staff believes the Company s proposal is appropriate and recommends approval. The Company has requested an effective date of July 10, 2006. Staff recommends the effective date proposed by the Company. The Company s filing is attached. Box 32720 Boise, ID 83720-00074 Re:Tariff Advice No. 06- Modifications to Schedule 41 - Street Lighting Dear Ms. Jewell: On May 25, 2004, the Idaho Public Utilities Commission issued Order No. 29505 (Case No. IPC- 03-13) giving Idaho Power Company ("Company ) the authority to include the 250-watt lamp among the standard street lighting options. In order to be in alignment with customer requests at the time and to minimize inventory, the 200-watt lamp was moved from the standard options to "No New Service It has been the experience of the Company that both the 200-watt and 250-watt lamps continue to be our street lighting customers' preferred options. As of April 2006, there are 2 384 200-watt lamps and 264 250-watt lamps billed each month. Historically, some communities have had a preponderance of 200-watt lamp electric service and would prefer to have new lamp service available at that same wattage. To encourage energy conservation, the Company also prefers to have the option of offering the smaller wattage lamp. In order to accommodate these customer and conservation needs, the Company is now requesting to offer both the 200-watt and 250-watt lamps as standard street lighting offerings. There are no proposed changes to the lamp rates. The primary tariff change will be moving the 200-watt lamp from "No New Service" to the Company s list of standard offerings. Also, since the 200-watt lamp is the only lamp currently included in "No New Service - 'A' Overhead Lighting-Company-Owned Systems , the Company is proposing this section of the current tariff be removed in its entirety. Through this tariff advice, the Company is requesting the Commission approve the enclosed revised Schedule 41 tariff sheets to reflect the requested modifications to the Street Lighting provisions. The total charges identified in 1 and 2 above must be paid prior to the beginning of the fixture replacement and are non-refundable. The accelerated replacement will be performed by the Company during the regularly scheduled working hours of the Company and on the Company s schedule. Service supplied by the Company includes operation of the system, energy, lamp renewals cleaning of glassware , and replacement of defective photocells which are standard to the Company- owned street light units. Service does not include the labor or material cost of replacing cables standards, broken glassware or fixtures, or painting or refinishing of metal poles. Individual lamps will be replaced on burnout as soon as reasonably possible after notification by the Customer and subject to the Company s operating schedules and requirements. Customer-owned systems installed on or after June 1 , 2004 which are constructed , operated , or modified in such a way as to allow for the potential or actual variation in energy usage, such as through but not limited to, the use of wired outlets or useable plug-ins , are required to be metered in order to record actual energy usage. Customer-owned systems installed prior to June 1 , 2004 that are constructed , operated , or modified in such a way as to allow for the potential or actual variation in energy usage may have the estimated annual variations in energy usage served under Schedule 39 until its expiration on May 31 , 2011 , or until the street lighting system is converted to Metered Service or until the potential for variations in energy usage has been eliminated , whichever is sooner. Effective June 1 , 2011 all Customer-owned street lighting systems that have the potential for variations in energy usage must be metered. APPLICABI LlTY Service under this schedule is applicable to service required by municipalities for the lighting of public streets, alleys, public grounds, and thoroughfares. Street lighting lamps will be energized each night from dusk until dawn. SERVICE lOCATION AND PERIOD Street lighting facility locations, type of unit and lamp sizes, as changed from time to time by written request of the Customer and agreed to by the Company, shall be as shown on an Exhibit A for each Customer receiving service under this schedule. The in-service date for each street lighting facility will be maintained on the Exhibit A. The minimum service period for any street lighting facility is 10 years. The Company, upon written notification from the Customer, will remove a street lighting facility: 1. At no cost to the Customer, if such facility has been in service for no less than the minimum service period. The Company will not grant a request from a Customer for reinstallation of street lighting service for a minimum period of two years from the date of removal.2. Upon payment to the Company of the removal cost, if such facility has been in service for less than the minimum service period.
