On Januar 13,2010, Muray Water Works Systems ("Muray" or "Company") filed
an Application requesting authority from the Commission to increase its rates and charges for
water service. The Application did not include an effective date for the proposed increase in
rates and charges.
The Company's Application states that certain capital improvements (e.g., new water
meters) are needed in order to isolate water leakage and control sumer water usage. The
Company claims that a general increase in rates and charges is needed in order to invest in
machinery and maintain the system. Muray estimates that it has invested $15,000 and 360
hours of labor installng a new water main though the town of Muray, Idaho (located
approximately 72 miles east of Coeur d'Alene, Idaho).
On Februar 25,2010, the Commission issued a Notice of Application and Notice of
Modified Procedure establishing a 60-day comment period. Subsequently, the Commission
extended the comment period until June 15,2010. See Order No. 31065. On April 13,2010,
Staff conducted a public workshop in Muray, Idaho regarding the Company's filing.
On June 15,2010, Staf submitted wrtten comments regarding Muray's Application.
The Commission also received six separate comments from Muray's residential and business
customers.

YOU ARE HEREBY NOTIFIED that the Commission will hold a telephonic
hearing in this matter on THURSDAY, AUGUST 12, 2010, IN BOISE, IDAHO AT 7:30
P.M. FROM THE IDAHO PUBLIC UTILITIES COMMISSION HEARING ROOM, 472
W. WASHINGTON STREET, BOISE, IDAHO. Persons wishing to offer their testimony
telephonically or listen to the proceedings may dial the following toll-free number: 1-800-920-

7487 followed by the Participant Code: 76373262. At this meeting, customers wil have an
opportunity to offer sworn testimony regarding Murray's Application to increase its rates for
water service. The telephonic hearing will be held in the following manner:
. All paricipants wil be able to hear the proceeding;
. A paricipant's phone wil be automatically muted except when testifying;
. If you would like to testify, press * 1 (star one) on your phone key pad.
This wil sign you up (put you in the queue) to testify;
. When it is your tur to testify, you will hear the prompt "ask your
question." At that time, you wil be sworn in, asked to state your full
name, spell your last name, and give your full address;
. When you testify we ask that you eliminate any background noise, such as
the TV, radio, etc., in order for us to clearly hear and record your
testimony. At the conclusion of your testimony you may be asked
questions;
. If at any time after you sign up to testify, you decide that you do not want
to testify, simply push the # (pound) key on your phone and you wil be
taken (out ofthe queue) off the list to testify.
YOU ARE FURTHER NOTIFIED that all hearings in this matter wil be held in
facilties meeting the accessibilty requirements of the Americans with Disabilties Act (ADA).
Persons needing the help of a sign language interpreter or other assistance in order to paricipate
in or to understand testimony and argument at a public hearing may ask the Commission to
provide a sign language interpreter or other assistance at the hearing. The request for assistance
must be received at least five (5) working days before the hearing by contacting the Commission

YOU ARE FURTHER NOTIFIED that the Application, including workpapers and
exhibits, in Case No. MUR-W-1O-01 can be viewed on the Commission's website,
ww.puc.idaho.gov by clicking on "File Room" and then "Water Cases." It can also be viewed
during regular business hours at the Idaho Public Utilties Commission, 472 W. Washington
Street, Boise, Idaho.
YOU ARE FURTHER NOTIFIED that all proceedings in this case wil be held
pursuant to the Commission's jurisdiction under Title 61 of the Idaho Code, specifically
including Idaho Code §§ 61-124, 61-125, 61-129, 61-622, and 61-623. The Commission may
enter any final Order consistent with its authority under Title 61.
YOU ARE FURTHER NOTIFIED that all hearings wil be conducted pursuant to the
Commission's Rules of Procedure, IDAPA 31.01.01.000 et seq.

IT IS HEREBY ORDERED that the telephonic hearing in Case No. MUR-W-I0-01
shall be held at the time, location and in the maner described in the body of this Order.
