This is in regards to the application for Certificate of Public Convenienpe and Necessity
for Arbor Ridge/Intermountain Sewer and Water/Idaho Springs. This company is at the core
of a lawsuit where the owner has snce sold the well to himself for the third time in two
years. For over two years, the owner of these companies, Mr. greg Johnson has been
operating a for profit water company contrary to PUC regulations and without any
regulation, simply charging what ever he deems appropriate. Mr. Johnson has claimed on
mul tiple occasions that he is working with the PUC to establish rates when he has not. He
has even gone so far as to claim that PUC is ok with his operating without certification
and that it is done all this time. Mr. Johnson has designed a subdivision that has no
other means of obtaining water by prohibiting homeowners from drilling wells and simply
charging them whatever he wants creating his own monopoly. Mr. Johnson has avoided filing
wi th the PUC because he wants to continue to operate without oversight of the PUC. He
should have never been allowed to operate in this fashion and we hope that the PUC will
step in and regulate this situation.
