On February 5, 2008 , Idaho Springs Water Company filed an Application requesting
a Certificate of Public Convenience and Necessity to provide water service as a public utility.
The Company currently provides water service within the Arrowrock Subdivision in Kuna to 38
residential customers, 17 connections taking service during the construction of residential
dwellings, and 1 customer taking service to water common areas.
On March 3, 2008, the Commission issued a Notice of Application and Intervention
Deadline. Order No. 30512. One customer petitioned and was granted intervention status in
Order No. 30519. The Commission issued its Notice of Parties on March 26 2008. Pursuant to
Order No. 30512, the parties (the Company, Staff, and Mr. Corvino) met to discuss the
scheduling of this case.
Pursuant to the Commission s direction, the parties reached agreement on how the
case should be processed and on a proposed schedule. The parties recommended that the case be
processed under Modified Procedure with the Commission holding a public hearing in Kuna.
The parties also agreed to serve discovery and other documents via e-mail. The parties further
agreed that answers to discovery should be provided as soon as possible but no later than 21 days
from the date of the discovery request. Finally, the parties proposed that an original and three
copies of comments be filed with the Commission Secretary per Rule 61 , IDAPA
31.01.01.061.03.

Based upon our review of the proposed schedule and the recommendations of the
parties, the Commission approves the proposed schedule with one exception. In consideration of
previous commitments of the Commission, we amend the date for the public hearing to July 1

YOU ARE HEREBY NOTIFIED that the Commission Staff will hold a public
workshop for customers of Idaho Springs Water. The purpose of the public workshop is to
provide customers with an overview of the Company s .Application and dispense information.
At the workshop, customers will have an opportunity to ask questions of the Staff regarding the
Company s Application. Representatives of the Company may also be available. The Staff will
hold its public workshop on MONDAY, MAY 19,2008, AT 7:00 P.M., AT KUNA MIDDLE
SCHOOL LOCATED AT 1360 BOISE STREET, KUNA, IDAHO.
YOU ARE FURTHER NOTIFIED that the Application, supporting workpapers, and
exhibits have been filed with the Commission and are available for public inspection during
regular business hours at the Commission offices. The Application and workpapers are also
available on the Commission s Website at www.puc.idaho.gov under "File Room" and then
Water Cases.

YOU ARE FURTHER NOTIFIED that the Commission has determined that the
public interest may not require a formal technical hearing in this matter and will proceed under
Modified Procedure pursuant to the Commission s Rules of Procedure 201 through 204, IDAPA

Application may file a written comment in support or opposition with the Commission no later
than 21 days from the date of this Order. The comment must contain a statement of reasons
supporting the comment. Persons desiring a formal technical hearing in addition to a public
hearing must specifically request it in their written comments. Written comments concerning

YOU ARE FURTHER NOTIFIED that a public hearing has been scheduled for
TUESDAY, JULY 1,2008, AT 7:00 P.M., AT KUNA MIDDLE SCHOOL LOCATED AT
1360 BOISE STREET, KUNA, IDAHO The purpose of the public hearing will be for the
Commission to take the direct testimony of customers and interested members of the public.
Testimony will be recorded and made part ofthe Commission s formal record for decision in this
matter. The Company s customers and any other interested members of the public are
encouraged to attend and give testimony.
YOU ARE FURTHER NOTIFIED that all workshops and hearings in this matter
will be held in facilities meeting the accessibility requirements of the Americans with
Disabilities Act (ADA). Persons needing the help of a sign language interpreter or other
assistance in order to participate in or to understand testimony and argument at a public hearing
may ask the Commission to provide a sign language interpreter or other assistance at the hearing.

ORDER
IT IS HEREBY ORDERED that the parties comply with the case schedule set out in
the body of this Order.
IT IS FURTHER ORDERED that service of discovery and comments between the
parties shall be accomplished by electronic mail pursuant to Rule 63, IDAPA 31.01.01.063. The
parties shall file an original and three copies of their written comments with the Commission
pursuant to Rule 61 , IDAPA 31.01.01.061.
