HomeMy WebLinkAbout970515.docxDECISION MEMORANDUM TO:COMMISSIONER HANSEN COMMISSIONER NELSON COMMISSIONER SMITH MYRNA WALTERS TONYA CLARK DON HOWELL STEPHANIE MILLER DAVE SCHUNKE BOB SMITH DAVID SCOTT WORKING FILE FROM:SCOTT WOODBURY DATE:May 15, 1997 RE:MNV-W-97-1 MORNING VIEW WATER COMPANY INC.  (Idaho Falls) LETTER REQUEST FOR RATE CASE On May 12, 1997, Nolan Gneiting on behalf of Morning View Water Company Inc. filed a letter (attached) with the Commission requesting “an immediate rate case hearing as soon as possible”.  The Company’s filing is woefully insufficient.  Reference IDAPA 31.01.01.121-Form and Contents of Application to Change Rates.  The Company does not specify how much of an increase is requested, and submits no tariffs. A review of Commission records reveals that the Company’s present rates are a flat fee of $22/mo and an annual $6.67 charge for DEQ’s drinking water program.  The most recent annual report filed with the Commission was for the year 1991.  At that time the Company had seven (7) residential customers.  It appears from the letter filing that the Company in addition to a general increase, would like an emergency rate increase to cover water testing costs, a new well, a bookkeeper, operation and maintenance costs, a reserve fund for emergencies and repairs, secretarial costs, office space, employee wages, water meters and related installation costs, and other contingent costs necessary to assure the continued operation of the water company.  The Company provides no itemized costs, workpapers or documentation.  No effective date is requested. Rather than dismissing the Application as defective or insufficient pursuant to Rule 65 of the Commission’s Rules of Procedure, Staff recommends that proceedings in the Case be informally stayed .  Commission Staff will assist the Company in completing its Application.  The Commission will be notified by Staff memorandum when the Application is complete.
