JS LI C t • -0 ()r.:F.ii0SiON Due to lack of response to our requests that the pipe breakage, resultant flood and damage to our wells be addressed, We have consulted with council. When you constructed the new weil system, we were assured that redundancies and safeguards were in place that would alert us to low and high water pressure problems as well as equipment failures threatening the systems. On October 6, 2016 we received no such warnings and the flood and pipe failure did significant damage. To this date we have received little attention as to the long term solution to the now non functioning wells and to the fear that the problem could happen again. We expect that the pipe that failed be replaced. The meter connected to it was installed in November of 2015. We hired the 3H company for this work because we were assured that, although much more expensive, you guaranteed your work. The failure of said pipe attachment disengaged before the warrantee period expired. The issue of the high electric bill concerns at the new well were addressed by us in February of2016 (see attached). Little was done by any you to resolve this problem. Idaho PUC, in its audit of summer 2016 has refused to grant money for such exorbitant bills stating that something is wrong with the system. This has cost our company thousands of dollars in lJllilecessary expense. After the flood/breakage, American Pumps was called in and a simple adjustment to the start/stop programming has resulted in an electrical bill that is one third of the cost of the previous months. We expect a concerted effort to address the design, construction and programming concerns of the Morning View water project you were paid to construct. We need a . reliable well system that will provide the safeguards and warnings needed. We hope you will respond in a timely way and get to the root the problems without our.having to litigate. We also have questions as to why the security system failed to inform us of high and low pressure. We expect to be able to trust .that we will receive accurate warning. This needs immediate attention. Repair of the old well house has already cost over fifteen hundred dollars and the computers and meter may or may not be salvageable. We must begin final repairs and cannot until the pipe is reattached .. Your responses to our requests for help with rebuilding have not been timely after the emergency phase was resolved so well that night by Mr. Loftus . Our calls are often not returned and two months have past. We are wondering if part of the problem comes from Nelson Electric's programming which should have been monitered by the 3H Co. We expect immediate response. You have had Nelson Electric Co. come on sight to calibrate and assess the situation. However after three attempts this fall our monthly Rocky Mountain power bill is still ranging over $1600 a month during this fall and winter season. The second week of February, Rocky Mountain power checked their systems and the problem is not on their side. One of the justifications of building the new well was to be energy efficient but our costs have skyrocketed. We expect high bills at the peak of the summer watering season but feel that there must be a programming, error or electrical issue that is causing the well to 'not run at peak efficiency. We would like you to investigate the problem and resolve it as soon as possible. Thank you for your consideration.
