Case Comment Form: Jim and Karen Kuck
Name of Utility Company: Morning View Water Company
Comment: Currently, customers of Morning View Water (MVW) pay varying rates, due to size of lot, year round; 1 acre
44.49, 1/2 acre 35.94, and 1/4 acre 27.41. Other water copanies, in our area, charge roughly a monthly $20 base for
12,000 gallons water, with an additional charge for extra water usage. In adjusting MVW rates, with the new well loan,
please consider a fair and equitable rate to all parties concerned. Please devise an equitable rate based on audits and
local area rates and standards. A 100% increase, as requested by MVW, is way out of line. We should only pay for water
usage; not contribute to other Morning View accounts, i.e., Morning View Homes, and Landco Building and
Development.
The figures in MWV's request, for rate increases, states a 100% increase. However, the numbers do not add up
correctly. Obviously, the monthly $5.00 contingency fee was doubled and included in the requested rate increase. Also,
the increase of the 1/4 acre lots, is definitely not 50%.
The contingency fee was granted in a separate Order No. 30276 and is to be maintained and audited separately. This
fee should not be considered as part of the monthly water rate increase. It is requested the contingency fee be
cancelled.
Per IPUC Order No. 33259, the loan application was approved for $530,000, which would be a $15.75 per month
increase to all customers. With the request of a 100% and 50% increase of rates, what will the rest of the money be
used for? Morning View Water stated an increase of $104,452 per year would be needed to meet expenses for the
installation of the third well and upgrades to the other two wells. Over 30 years, the length of the $530,000 loan pay
off, this requested increase would amount to $3,133,560.00. Ridiculous!
