RE: Moming View Water Company- Order #33044 -Additional Request
Dear Ms. Jewel,
The Moming View Water Company would like to forrnally request approval from the Idaho Public
Utilities Commission to increase the amount of our current loan with the Idaho Department of
Environmental Quality for improvements to our water system. You may recall when the original scope
was bid the costs came in over budget. We made some changes to the scope as well as removed many
items from the project. Some of these items included; backup power to the new well site, VFD pumps
to the existing well, and security fencing around both well sites. During the course of construction we
have also identified some meter work in need of repair and improvements to eliminate freezing of the
connection lines. The new meters and metering equipment will also require the purchase of new
software that will cost approximately $5,000. The Idaho Department of Environmental Quality is
requiring that the backup power and fencing be put pack in the project as required by state law for well
head protection. They are also recommending the VFD's be installed in the existing well to eliminate
volatility of the old pumps and reduce operation and maintenance costs on the system.
Given these costs and requirements we would like to request approval from the PUC to barrow an
additional $120,000 in loan funds from the IDEQ. Requesting the $120,000 will give us approximately
$5,000 for contingency for the remaining work. The additional request will result in a total loan of
$530,000 @1.25% interest for 30 years with $78,533 in loan forgiveness. The increase per user per
month for debt and debt reserye will be approximately $15.70.
We have attached the change order request from the contractor. Our engineer has reviewed the costs
and recommended approval of all items pending approval from the PUC and IDEQ. We appreciate your
