Here we go again. Nolan Gneiting is asking for another rate increase to keep Morning View
Water Company from having to go out of business. This is his third request ~ He made one in
2002. Even though the commission staff could not complete an audit on the company they
created a financial report for him and gave Mr. Gneiting a substantial increase and added a
$5 a month contingency charge because Nolan said that it wouldn't kill anyone to pay $5 extra
a month so that he could do needed repairs to the system. Were these repairs done. NO.
In 2006 Mr. Gneiting asked for another increase because so many things needed to be done to
bring the system into compliance and the power bill went way up. Again the commission staff
could not complete an audit on either the company's books or the contingency fund. This
didn't stop you. You created a Financial report using three months worth of records and
granted a substantial increase and continued the $5 a month for the contingency fund even
though this money was not even going into a separate account or being accounted for. Were
the needed repairs done. NO.
Now the State of Idaho is preparing to sue Mr. Gneiting for being out of compliance with
state laws regulating water companies. Mr. Gnei ting has requested a 25 percent increase in
the water rate to pay for the needed repairs (repairs that he promised to make with the 2002
and 2006 increases). The IPUC has been trying for two years to get the needed backup from
Nolan to complete audits on the contingency fund and the company. Mr. Gnei ting can't help
them, he still does not keep company records. No one has any idea how much of the water
revenue is spent on the water company or if the contingency fund money is going where .i t is
suppose to go and being used for what it is suppose to be used for. Mr. Gnei ting did
actually complete some minor repairs to the system last September. The total cost of the
repairs was under $500. It was worth the $500, we no longer have mice drowning in the well.
It is time to stop this nonsense. Mr. Gnei ting does not and will not use most of the revenue
from the water company to pay the water company's bills or make the needed repairs. Throwing
more money Mr. Gneiting's way will not guarantee that any of the needed repairs will be made.
It will not guarantee that the state isn't going to be forced to take legal action against
this water company.
